DHIS2 for Education: Teaching at the Right Level (TaRL)
Project Overview
In a strategic collaboration with the Ministry of Education (MoE) and UNICEF, HISP Ethiopia is working the digitalization of the Teaching at the Right Level (TaRL) model. This project is a central pillar of the initiative to strengthen Ethiopia’s Education Information System.
By leveraging the DHIS2-Ed platform, the project focuses on monitoring foundational learning in real-time. For the TaRL Project, this partnership ensures facilitating a shift toward accurate, individual-level data management across schools, woredas, and Regional Education Bureaus (REBs). HISP Ethiopia is currently working on TaRL project
Core Objectives
The initiative aims to revolutionize information systems within the education sector, specifically targeting subnational decision-making:
- System Strengthening: Building comprehensive monitoring and evaluation (M&E) frameworks.
- Data Utilization: Enhancing collection, analysis, and visualization to drive local interventions.
- Capacity Building: Strengthening institutional knowledge and human resources to ensure long-term sustainability.
Technical Approach & Participatory Approach
The project is built on a foundation of participatory design, ensuring the system reflects the reality of the Ethiopian classroom:
- Current Practice Assessment: Evaluating existing data management across schools and administrative levels to identify gaps.
- TaRL Digitalization: Configuring DHIS2 to track student foundational skills (reading and math) so teachers can tailor instruction to each child's actual level.
- Sector Alignment: Ensuring the digital tools remain aligned with both national priorities and global education standards.
